Subject	How do you get this screw out?

Message	I'm in the process taking off the upper right timing belt cover to get to water pump but the lower left 8mm phillips bolt is causing me problems. I'm loosening it but it won't come out. It's getting loosened (as if it's gonna come out) but then it makes a click noise and then goes back in a notch. Any ideas on how to get this sucker out?
